Rates come live from the European Central Bank and are updated every 5 minutes. They reflect mid-market rates — the same rate you see on Google Finance or XE — not retail rates with bank markups.

Yes. Once loaded, the last fetched rates are cached in your browser and remain usable without an internet connection.
Are these the rates banks give me?
