January is the cheapest, wettest and quietest month in Portugal. Lisbon sits at about 14°C by day with 104 mm of rain, Porto is wetter still, and the Algarve is mild but largely shut. What January does offer is the mildest winter city weather in Europe, the giant waves at Nazaré, Madeira at 19°C, and hotel rates roughly a third of what the same rooms cost in July.
Portugal is wet in winter, and that is the trade
This is the fact to plan around. Portugal has a Mediterranean-Atlantic climate: dry summers and genuinely wet winters. January is one of the three wettest months of the year, and Porto and the north are considerably wetter than Lisbon.
It rarely rains all day. The pattern is Atlantic fronts moving through – a wet morning, a bright afternoon, another band overnight – so an itinerary with indoor options works well. Portugal is good at those: the port lodges of Vila Nova de Gaia, the Gulbenkian and the tile museum in Lisbon, the Livraria Lello in Porto, the markets, and an unusually good cafe culture.

- Lisbon – about 14°C by day and 8°C at night, with roughly 104 mm of rain. Mild by European standards and much wetter than visitors expect.
- Porto and the north – cooler and wetter: around 13°C with about 151 mm, the wettest month of the Porto year.
- The Algarve – the mildest corner of mainland Europe, around 16–17°C with real winter sunshine. Many hotels and restaurants in the smaller resorts are closed until Easter.
- Madeira – around 19°C, subtropical and green; the winter-sun answer, with the levada walks at their best.
- The Azores – mild, very wet and windy; the off-season.
- Serra da Estrela – mainland Portugal’s only ski area, which operates when snow allows.

The big-wave season at Praia do Norte in Nazaré runs roughly October to March, and January is squarely inside it. An underwater canyon focuses Atlantic swell into waves that have produced world records, and when a major swell arrives the surfers are towed in by jet ski while the crowd watches from the fort on the headland.
Two practical points: the giant days depend entirely on the swell forecast, so check before travelling rather than booking blind; and the viewing platform at the Forte de São Miguel Arcanjo gets extremely crowded on a big day. Nazaré is an easy day trip from Lisbon.
What January is good for
- Price. The cheapest month of the Portuguese year for flights and city hotels.
- Cities without queues. Lisbon’s tram 28, Sintra’s palaces, Porto’s Livraria Lello and the Jerónimos Monastery are all genuinely accessible.
- Port and wine. The Gaia lodges are indoor, warm and at their least crowded; Douro visits are possible but quiet.
- Madeira, which is a different climate entirely and works all winter.
- Food. Winter is caldo verde, cozido, roast kid and the best season for the Atlantic shellfish.
What is closed
Seasonal Portugal. Much of the Algarve outside Faro, Lagos and Albufeira runs on reduced hours or shuts until around Easter; beach restaurants close; and some Azores inter-island services are reduced. The cities and Madeira are unaffected.
Prices and crowds
The annual low. Lisbon and Porto hotel rates are roughly a third of their July level, flights are cheap, and the restaurants that need a week’s notice in summer will seat you the same evening. Madeira is the exception – it runs a winter season – and the New Year fortnight there is expensive.

What to pack
A proper waterproof with a hood – an umbrella is nearly useless in Atlantic wind – layers, and shoes with grip. Lisbon and Porto are built on hills and paved in calçada, polished limestone cobbles that become genuinely slippery when wet. That is the single most useful thing to know about a Portuguese winter.
